Cayman Islands, Costa Rica Sign Tax Pacts With U.s.

The island nation of 53,000 people has no income tax and is frequently labeled as a tax haven by critics. It is one of the world's most popular destinations for investment funds to organize for tax purposes. Costa Rica was one of three Central America countries the Organization for Economic Development and Co-operation (OECD) has tagged as a tax haven. Panama and Belize were the other two. Significantly, the Costa Rica deal is reciprocal, meaning the Costa Rican government can get tax information about its citizens with assets in the United States. The trading financial information, though not part of the Cayman Islands deal but included in many of the other 11 FATCA agreements, has rankled U.S. banks.

The US government is on a mission to collect as much revenue as possible and close all the loopholes that lead to tax evasion overseas. Costa Rica and Cayman Islands are the latest countries to make agreements with the United States, who says it has made pacts with 12 nations and plans to pursue 16 others. Not all agreements are the same, but in general, most stipulate that foreign financial institutions provide annual reports to the Internal Revenue Service on American citizens with more than $50,000 on account with the companies, CBS says. The US tax revenue lost in countries like Costa Rica is estimated to be in the range of tens of billions of dollars to hundreds of billions. The notoriety of the Cayman Islands as a tax haven for millionaires, who try to avoid the American tax rates took a front seat during Mitt Romneys bid for the White House when he was required to release his tax information. Romneys 2010 income tax forms and an estimated 2011 form showed the use of the Caymans, Bermuda, and Switzerland as overseas destinations that appeared to help lower his tax rate on $13 million in income to 14.1 percent. The Romney campaign vehemently denied that such was the intent and added he saw no tax savings at all.

Also, in San Jose is the bus depot at the old Coca Cola bottling station. Many people remind visitors that this area can be a little seedy, but I never felt in danger. Just make sure you keep your purse and other belongings in front of you, and/or tucked tightly under your arm to make your valuables El Informe a not-so-easy target. Anyhow, getting to the beach from San Jose was also an easy endeavor. We asked an officer where the ticket booth was (in Spanish) and he was very helpful. Actually, there were a lot of officers who were always willing to help out some gringas.

When we moved to Tamarindo, a popular but still laid-back beach town on the northern Pacific coast, we moved into a three-bedroom condo a few minutes walk from the beach. Usually a El Informe vacation rental, the furnishings were top notchlike granite countertops in the kitchen. We paid just $1,075. A similar place that close to the beach in our home state of Florida would have gone for triple that. Then theres the shift in attitude.
